NOTICE
On the initial public consultation for the proposed activity “Increasing the volume of hazardous and non-hazardous waste recycling and extrusion and granulation of hazardous waste at the hazardous waste recycling centre of AS “BAO” in Tume Parish, Tukums Municipality”
Published in the 30 October 2026 issue of the newspaper “Neatkarīgās Tukuma ziņas” No. 83 (3521).
On 08.09.2026, the State Environmental Service adopted Decision No. 11.17/AP/8055/2026 on the application of the environmental impact assessment procedure to AS “BAO” for increasing the volume of hazardous and non-hazardous waste recycling and for the extrusion and granulation of hazardous waste at the Tume hazardous waste recycling centre.
Proposed activity: “Increasing the volume of hazardous and non-hazardous waste recycling and extrusion and granulation of hazardous waste at the Tume hazardous waste recycling centre in Tume Parish, Tukums Municipality.”
Initiator of the proposed activity: AS “BAO”, Reg. No. 40003320069, legal address: Celtnieku iela 3A, Olaine, Olaine Municipality, LV-2114.
Location of the proposed activity: AS “BAO” Tume hazardous waste recycling centre in Tume Parish, Tukums Municipality (cadastral designation 90840070033).
The proposed activity envisages:
- Processing waste class 170204 “Glass, plastic and wood containing or contaminated with hazardous substances” in the sorting, extrusion and granulation processes for crushed plastic;
- Increasing the processing volume of hazardous waste from refrigerators and freezing equipment (waste classes 160211 “Discarded equipment containing chlorofluorocarbons, HCFC, HFC” and 200123 “Discarded equipment containing chlorofluorocarbons”);
- Increasing the processing volume of hazardous waste from electrical and electronic equipment (classes 160213 “Discarded equipment containing hazardous components other than those mentioned in 160209 to 160212” and 200135 “Discarded electrical and electronic equipment other than those mentioned in 200121 and 200123, containing hazardous components”);
- Increasing the processing volume of non-hazardous waste from electrical and electronic equipment (waste classes 200136 “Discarded electrical and electronic equipment other than those mentioned in 200121, 200123 and 200135” and 160216 “Components removed from discarded equipment other than those mentioned in 160215”) and of electronic waste, including non-hazardous solar panels (waste classes 160214 “Discarded equipment other than that mentioned in 160209 to 160213”, 200136 “Discarded electrical and electronic equipment other than those mentioned in 200121, 200123 and 200135” and 160216 “Components removed from discarded equipment other than those mentioned in 160215”);
- Increasing the processing volume of glass waste (waste class 191205);
- Increasing the processing volume of monitor glass (waste class 160215 “Hazardous components removed from discarded equipment”).
The processing is expected to yield:
- crushed glass construction material mixture, up to 14,380 t/year;
- plastic granules and flakes, up to 2,000 t/year;
- metals, iron and steel scrap, up to 12,580 t/year.
The initial public consultation runs from 30 October to 22 November 2026. The initial public consultation meeting will be held on 10 November 2026 at 17:30 in the hall of the Tume Cultural Centre, Pasta iela 1A, Tume, Tume Parish, Tukums Municipality. It will also be possible to join the meeting online. The connection link will be published on the day of the meeting at www.vkb.lv and www.bao.lv.
